[MLton-devel] new release of MLton and MinGW

Hi Anoq.  Feel free to start on the MinGW port with the new release.
Because of problems with Cygwin's mmap, I changed gc.c to use
VirtualAlloc/Free, which will hopefully make your life easier.  I even
figured out how to shrink the heap, using MEM_DECOMMIT.  Let us know
if you need any help.  Hopefully we can get MinGW into the next
release.
