[MLton] Bug#221341: latex2html moved to non-free

Hi,

since latex2html moved to non-free (see debian-devel and debian-legal: its
license violates the DFSG, point 1), your package will have to change because
it currently build-depends on latex2html. I suggest one of the following
options:

* Adjusting your package to use one of the following alternatives instead of
  latex2html:
   - TeX4ht (htlatex)
   - HeVeA
   - HyperLaTeX
* Moving the package to contrib
