[MLton] experimental release 20040221

I just put up the experimental release.  Please try it out.  If all
goes well over the next week, I'll do an official release by the end
of February.

Henry, this release doesn't have -{load,save}-basis.  I'll think about
doing it later in the week.

The only other problem that I know of is a regression failure with
real.sml on {Free,Net}BSD with signs of zeros, which should be easy to
fix.

Other than that I don't plan any big changes over the week.  Please
send mail about any problems, or documentation corrections.
