[MLton] Win32 native version

   Just wondering, what would be necessary to have a
native (non-Cygwin) Win32 version of mlton ? I don't
mind installing Cygwin that much, but many people seem
to take that as an issue. And there's the cygwin dll
that must be installed for deployment.
