[MLton] Emacs mode for editing ML Basis files

I wrote a mode for editing ML Basis files. See

The code is licensed under GPL (standard for Emacs modes).

The mode does syntax highlighting and indentation. It also
knows about annotations and path variables.

Please try it out and send improvements to me. :)

For some reason the Wiki upload added the extra suffix ".bat"
to the filename. I couldn't see a simple way to fix it.
