Trac is a lightweight project management system, written in python. It
was half a day to install it on my Windows box without any
administration experience (one has to install some packages and bind
it to apache and mod_python). It supports svn, which would be
convenient for us. It also includes a Wiki engine. See
http://trac.edgewall.org/
I used it in a small project before and was comfortable.
