I think the problem is that you're not using the standard version
scheme, which is:

 upstream version 20021028.1  or whatever
 debian version 2
 makes 20021028.1-2

If you just stick with that, things won't get confused ... plus you'll
be able to rev the debian version alone, which is useful even when
you're the upstream maintainer yourself for eg rebuilding with a new
compiler.
