Yes, it offers input methods for various languages.  Fonts might be
hard to set up if your distributor doesn't do it for you.

However, Emacs doesn't use Unicode internally, but a variant of
ISO 2022.  (This is the very same standard whose hideous complexity
prompted an industry consortium to work on Unicode.)
