[MLton] mltonlib: org/mlton -hierarchy

As I don't have (what I'd consider) a permanent (if there can be such a
thing) personal web presence, I'd like to put some stuff (e.g. libc nlffi
interface) that I'm developing personally under mltonlib/org/mlton/vesak.
I assume that this is OK and will commit some stuff there later unless
there are objections (we can always move the stuff elsewhere later if
necessary).
